Sir,
1.
In reply to your letter of the 14th June last, I re-
quested Kr. Fisher to furnish the report for which you asked,
Instead of doing so, he has addressed a long, rambling letter
to you which I forward herewith.
2. I do not think it is necessary for me to deal in
detail with all Mr. Fisher's statements and I will confine my-
self to the more important of them.

p.easurements of Work. The quantities on which
the Contracts were based were taken out by r. Fisher (vide his
statement on p. ) As he himself indicates, no very extensive
alterations have been made in the construction of the building
dubing the progress of the work and it follows therefore that
the quantities already mentioned should require comparatively
little modification. In Contracts of such a nature, it is the
practice to abstract from one's quantities the items of work
done, making such modifications as may be necessary, for the
purpose of certifying payments to the Contractors. I never
instructed Kr. Fisher to wall about the building and assume
that certain parts of the work had been done. It was his duty
to note what had been done and then to abstract the items noted
from his quantities making alterations where alterations had
been made in the work.
4. The fact that the work had extended over so long a
period should have enabled th measurements to be kept in almost
perfect order.
5. pp. and . For several years, Kr. Fisher had two
assistants (r. Wright and Ir. Little). The former arrived in the
Colony in July 1903 and the latter in Kay 1904.
6.
During Kr. Fisher's absence on leave for 12 months
(1905-06), his two assistants carried on the works he had in
After his return from leave
hand in a very satisfactory manner.
